Feds: Man Shot by Off-Duty FBI Agent in Chicago Was Released at Border

The man shot and killed by an off-duty FBI agent in Chicago’s Pilsen neighborhood Monday night was a Venezuelan national who had been caught and released at the southern border under the Biden administration, multiple federal law enforcement sources told Fox News on Tuesday.

The Cook County Medical Examiner’s Office identified the man as 27-year-old Oscar D. Isaya-Corrales, according to NBC Chicago and the Chicago Sun-Times. The medical examiner ruled his death a homicide, the Sun-Times reported, a standard designation when a person dies at the hands of another.

What sources say happened

According to the federal sources who spoke to Fox News, Isaya-Corrales was firing a gun toward people in a homeless encampment when the agent, who was driving alone, spotted him. The sources told Fox News the agent got out of his car and shot him. Fox News correspondent Bill Melugin first reported the account in a post on X Tuesday afternoon.

A Chicago police report described by the Sun-Times paints a similar scene. When officers answered an officer-in-distress call around 5:30 p.m. in the 1700 block of South Union Avenue, they found the 41-year-old agent with his gun trained on a man who had been shot multiple times, the paper reported. A handgun was found under a bicycle at the scene, according to the report cited by the Sun-Times.

Isaya-Corrales was pronounced dead at Stroger Hospital less than an hour after the shooting, authorities told the Sun-Times.

Caught and released, then released again

Federal sources told Fox News that Isaya-Corrales was apprehended at the southern border in October 2023 and then released into the United States. The sources also said he had a prior arrest in California, where he was released from custody despite an ICE detainer, according to Fox News. The details of that California case, including the charges and the jurisdiction that released him, were not immediately available, the network reported.

Closer to home, the Sun-Times reported that Isaya-Corrales was arrested in May for allegedly trying to steal five necklaces worth nearly $320 from a Nordstrom store on East Grand Avenue, and that records show he was wanted on a warrant in a shoplifting case.

Fox News’ sources stressed that the shooting was not connected to any immigration enforcement operation. The agent was off duty, and the encounter was described as unrelated to his work, according to the network.

FBI review underway

The FBI has said little publicly. “The FBI takes all shooting incidents involving our agents or task force members seriously,” the bureau said in a statement reported by NBC Chicago. “In accordance with FBI policy, the shooting incident is under review by the FBI’s Inspection Division.” The FBI added that it had no further details to provide because the matter is ongoing, NBC Chicago reported.

Chicago police confirmed to Fox News Digital that officers responded to a shooting involving federal agents and said the department’s Investigative Response Team documented the scene. FBI agents were back in the area Tuesday searching bushes and alleys, according to NBC Chicago.

The case adds to a long-running fight between the Trump administration and Illinois Democrats over the state’s sanctuary policies. Authorities have not publicly released video of the shooting, and the FBI has not confirmed the sources’ account of what led the agent to fire.
