FBI Files Expose $4 Million Chinese Spy Donation Network Reaching Swalwell, Newsom, Harris and Khanna
Newly declassified FBI files have revealed that a California family with documented ties to suspected Chinese intelligence operative Christine Fang—known as Fang Fang—funneled over four million dollars into the political campaigns of prominent Democrats including Governor Gavin Newsom, former Vice President Kamala Harris, former Representative Eric Swalwell, and Representative Ro Khanna. The donations and personnel placements represent a multi-year operation that gave a suspected foreign spy direct access to some of the most powerful figures in American politics.
The patriarch of the donor family, Chae Chen Yin, maintained a close working relationship with Fang through the Asian Pacific American Public Affairs organization, according to the FBI documents. Fang appeared alongside Yin at a dinner event organized through that group in 2013, two years before she fled the United States for China in 2015 as federal investigators closed in. The Yin family directed nearly three million dollars to California state-level political causes and an additional 1.4 million dollars to federal campaigns over several years, creating a financial pipeline that supported the political careers of multiple Democratic leaders.
We now are learning that suspected Chinese Spy Fang Fang & her family donated over $4 Million dollars to Swalwell, Ro Khanna, Kamala Harris & Gavin Newsom.

The family’s political organization did more than write checks. FBI records show the group facilitated the placement of interns and advisors in public officials’ offices across the country, embedding personnel with direct connections to the Yin family inside the corridors of power. Henry Yin, brother of Chae Chen Yin, served as a senior advisor to Khanna. In a 2020 social media post, Khanna publicly referred to Henry Yin as a good friend. Khanna now holds a senior position on the House committee examining Chinese government influence operations—the very subject his former advisor’s family is accused of advancing.
Swalwell’s connection to the network runs even deeper. The FBI files show Swalwell actively sought political donations and support from the Yin family’s organization. This revelation comes years after Fang’s relationship with Swalwell became public knowledge, including reports that she placed an intern in his congressional office and cultivated close personal ties with the then-rising Democratic congressman. Despite the documented connections, Swalwell retained his seat on the House Intelligence Committee until Republican leadership removed him in 2023.
The Yin family’s influence extended to the highest levels of California politics. The family’s contributions supported Newsom’s campaigns for an extended period, and the organization assisted in arranging a trip for Newsom to China in 2023—eight years after Fang fled the country and years after her suspected espionage activities became known to federal investigators. The arrangement of official travel to China by a family with documented ties to a suspected Chinese spy raises serious questions about vetting procedures and the willingness of Democratic officials to accept assistance from compromised sources.
Harris also received financial support from the network during her political career in California, adding another prominent name to the list of Democrats who accepted money from a family connected to a suspected foreign intelligence operative. The donations to Harris occurred before her rise to the vice presidency, but the revelation underscores the breadth of access the Yin family and their associate Fang enjoyed within Democratic political circles.
The FBI files were declassified last month, bringing these associations to light nearly a decade after Fang fled the country. The long delay in public disclosure allowed the politicians involved to continue their careers without full accountability for their connections to a suspected spy network. The donations and personnel placements highlight ongoing vulnerabilities in the American political system, where foreign operatives can establish influence through well-connected intermediaries who operate in plain sight for years before federal authorities move to expose them.
The scale of the operation—over four million dollars in political contributions and the placement of advisors inside congressional offices—demonstrates a level of access that goes far beyond casual political networking. This was a sustained effort to cultivate relationships with rising Democratic politicians in California, position trusted personnel inside their offices, and maintain those connections as the politicians ascended to positions of national power. The fact that one of the politicians involved now sits on the very committee tasked with investigating Chinese influence operations adds a layer of institutional compromise that raises urgent questions about conflicts of interest and the integrity of oversight mechanisms.
The republic deserves elected officials who vet their donors, advisors, and foreign contacts with the seriousness that national security demands. The Fang Fang network succeeded because prominent Democrats either failed to ask basic questions about the sources of their support or chose to ignore the answers. The declassified FBI files provide the evidence. The question now is whether the politicians involved will face any consequences for accepting millions of dollars and personnel assistance from a family tied to a suspected Chinese spy.
